Request for Qualifications - Professional Design Services for New Police Facility
The City of Paducah, Kentucky, is seeking sealed Statements of Qualification (SOQ) from qualified professional design services firms (Firm) for a project architect to design a new police facility. The City of Paducah purchased 7.933 acres in March 2026 to build a new police facility. The property is located at 3047 Jackson Street, Paducah. The Owner is seeking a Project Architect to design this facility and be an owner representative during the construction of the Project.
- The new police facility will be approximately 40,000 square feet in size.
- The design must incorporate all the main functions of a modern police facility.
- An indoor shooting range, along with garage space for specialty vehicles, training, and storage are desired.
Submitting firms should have extensive experience in designing modern police facilities. They should also be able to demonstrate and discuss previous projects with a very high level of customer satisfaction with the design and construction oversight services. Principals of interested firms must be appropriately licensed and registered in the Commonwealth of Kentucky to provide the requested services.
The selected design Firm will work with the City to develop programming, space planning, site planning, and full architectural and engineering design. The project will emphasize security, operational efficiency, long-term sustainability, and a welcoming environment for both staff and the public.

Request for Bids - One 3/4-ton Service Truck
The City of Paducah, Public Works Department will receive sealed bids for the purchase of ONE (1) 3/4 TON SERVICE TRUCK for use by the PUBLIC WORKS FACILITY MAINTENANCE DIVISION on Thursday, August 13, 2026, at 1:00 P.M. CST. All Bids received will be publicly opened and read aloud in the Commission Chambers, Second Floor, City Hall, 300 South 5th Street, Paducah, Kentucky.
Copies of specifications may be obtained at the office of the Public Works Fleet Division located at 1120 North 10th Street.
After reasonable consideration of all bids received, a Notice of Award will be given to the responsible bidder who submits the responsive bid of the lowest evaluated bid price in accordance with the specifications. In accordance with KRS 45A.365, prior to a contract being awarded, a resident bidder of the Commonwealth shall be given a preference against a non-resident bidder registered in any state that gives or requires a preference to bidders from that state. The preference shall be equal to the preference given or required by the state of the non-resident bidder.
The Contractor shall ensure that employees and applicants for employment are not discriminated against because of their race, religion, color, sex, national origin, age or disability.
The City of Paducah has adopted a Drug and Alcohol Free Workplace Policy in compliance with 803 KAR 25.280, in which drug and alcohol use and abuse in the workplace is prohibited. All contractors and subcontractors doing business for the City of Paducah shall adhere to this policy.
The City reserves the right to reject any and all bids in accordance with the City of Paducah’s Code of Ordinances and the Specifications.
Request for Bids - West Park Village Tree Planting Project
The City of Paducah Engineering Department will receive sealed bids for the City of Paducah’s “WEST PARK VILLAGE TREE PLANTING PROJECT” on Wednesday, August 5, 2026, at 2:00 p.m. CT. All Bids received will be publicly opened and read aloud in the Commission Chambers, Second Floor, City Hall, 300 South 5th Street, Paducah, Kentucky.
Copies of Plans and Specifications may be obtained by emailing Melanie Townsend or by visiting Paducah Blueprint & Supply Co., Inc., located at 999 Broadway, Paducah, Kentucky. An electronic copy of the plans may be obtained upon payment as required by Paducah Blueprint.
A MANDATORY PRE-BID MEETING will be held at the City of Paducah Commission Chambers on Thursday, July 16, 2026, at 2:00 p.m. CT.

Accepting Applications for Roof Stabilization Assistance Program (RSAP)
The City of requests applications for the purpose of roof replacement or stabilization in the Roof Stabilization Project Area (see map below). To qualify for assistance under the RSAP an applicant shall submit a complete application; three bids from the list of qualified contractors, current photographs and proof of financial ability from a qualified financial institution.
Applications will be ranked in accordance with the following criteria:
- Urgency of roof stabilization. 25%
- Contributing structure on the National Register of Historic Places. 25%
- Historic relationship to adjacent structures. 25%
- Capital commitment of owner to rehabilitate remaining structure. 25%

Request for Bids - Surplus Property Parcels
The City of Paducah, Kentucky is accepting sealed proposals for the purchase and transfer of surplus real property for the construction of site built, conventionally framed owner-occupied single-family homes. Commercial development also will be considered, under the same construction guidelines.
All bids must be submitted in a sealed envelope clearly marked “Sealed Bid” with the address of the property on the outside and the bidder's name and contact information on the outside of the bid package. Persons interested in submitting a sealed proposal for more than one property must submit a separate written offer for each property. Proposals can be mailed or delivered in person to the City of Paducah, Planning Department, 300 South 5th Street, City Hall, Paducah, KY 42003. The City of Paducah reserves the right to reject any or all proposals submitted.

Request for Proposals - City of Paducah Telecommunications Provider Franchise
The City of Paducah is soliciting proposals from parties interested in obtaining franchises to operate telecommunications systems within the confines of the City of Paducah, Kentucky, pursuant to Chapter 108 of the Code of Ordinances of the City of Paducah. Franchise(s) awarded pursuant to this Request for Proposals will be non-exclusive and will be for ten (10) years. Proposals must meet all the requirements of Chapter 108 of the Paducah Code of Ordinances.
